Jessica Quincosa is the Executive Director of Community Legal Services in Prince George’s County (CLS). CLS provide legal services to low income residents of Prince George’s County. Previously Ms. Quincosa was a Maryland Legal Aid supervising attorney managing the District Court Self-Help Resource Center (DCSHRC) in Upper Marlboro. The District Court Self Help Resource Center provides thousands of Maryland residents with legal advice and assistance with district court civil matters. Ms. Quincosa was previously a staff attorney at the DCSHRC and has personally assisted over 19,500 Marylanders since joining the DCSHRC in 2011.

Prior to working at Maryland Legal Aid, Ms. Quincosa was an associate at the Law Firm of Marysabel Rodriguez- Nanney. She practiced immigration, traffic/criminal matters, and domestic law in the state of Maryland. She also practiced as a staff attorney for Howrey LLP with an emphasis in electronic discovery and white collar crime.

Ms. Quincosa is very active with the Hispanic community. Prior to becoming President of the Maryland Hispanic Bar, she was a board member and the co-chair of the Judicial Nominations and Immigration and Legislative Affairs Committees. She was previously a board member, the co-chair of the Public Service Committee and Communications Committee of the Hispanic Bar Association of DC. She is currently a volunteer attorney assisting her client with a U-visa through Tahirih Justice Center. She has volunteered at numerous legal clinics and volunteered her time with numerous organizations including the HBA-DC Advice and Referral Clinic (now Immigration Legal Advice Clinic).

She has volunteered with the Anne Arundel Bar Association’s Homeless Person Resource Day and Lawyer in the Library. In addition, Ms. Quincosa was previously the Co-Chair and a committee member on the Anne Arundel County Bar Association Law Day.

Ms. Quincosa was recently awarded the Maryland Daily Records Leader in the Law Generation JD award. She was awarded the Maryland Daily Record’s Leading Women award in 2016. In 2015, Ms. Quincosa was admitted as a fellow to the Maryland Bar Foundation, an honor bestowed to less than 2.5% of the Maryland State Bar membership. In 2014, Ms. Quincosa was also selected as a Collaborative Bar Fellow for the American Bar Association. Ms. Quincosa was a 2010- 2011 fellow of the MSBA Leadership Academy. Since the completion of the fellowship, Ms. Quincosa has been an active member on the Leadership Academy Committee. She is the current Co-Chair of the MSBA Leadership Academy Committee.
